Green Key for hotels in Romania: what the bathroom needs
What Green Key is, who awards it in Romania, how a hotel applies, and what the 2026–2031 criteria ask for amenities, dispensers and single-use plastic.
Green Key is an international environmental certification for accommodation, run by the Foundation for Environmental Education (FEE); in Romania, the mandated national operator is the Carpathian-Danubian Centre of Geoecology (CCDG). For the bathroom, the criteria in force from 1 October 2026 require soap, shampoo, conditioner and shower gel to be offered in refillable dispensers, limit single-use items in the room, and recommend hotel amenities with a recognised eco-label.
What is Green Key and who awards it in Romania?
Green Key is a third-party certification for tourism and hospitality, with criteria set by the Foundation for Environmental Education. According to the organisation, more than 8,000 establishments in over 90 countries are certified. What is Green Key, in short →
In Romania, CCDG (Centrul Carpato-Danubian de Geoecologie) is the only mandated national operator. Information on registration, audit and fees is requested directly from the operator, via greenkey.ro.
Green Key certifies the property, not a product. A supplier has no "Green Key products", only products that help the hotel meet specific criteria, with documents.
How does a hotel apply?
The 2026–2031 certification process has five steps, as described by Green Key International:
- Application. The hotel contacts the national operator, completes the online form, submits the supporting documents, signs the certification agreement and pays the participation fee.
- On-site audit. A third-party auditor checks the documents and carries out a visual inspection. The audit usually takes 2 to 6 hours, depending on the size of the property and the number of employees.
- Decision. An independent certification body reviews the audit report. If the outcome is positive, the certificate is valid for two years.
- Surveillance. 8–14 months after certification, the hotel submits updated documents for selected criteria.
- Renewal. 6–8 months before expiry, the steps are repeated, with a higher level of conformity.
The whole process usually takes 4–6 months. Each criterion is either imperative (I) or guideline (G). Imperative criteria must be met in full from the first year. Guideline criteria are 0% in the first certification period, 10% in the second, and rise gradually to 50% from the sixth period.
What do the Green Key criteria ask for in the bathroom?
Three criteria in the official document "Green Key Criteria and Explanatory Notes, 1 October 2026 – 31 December 2031" concern what goes into the guest bathroom directly.

Some details that matter at the audit:
- Large containers discarded after use are accepted as dispensers only if the hotel recycles them, if the housekeeping procedure states that bottles are thrown away only when empty and, where the supplier offers a collection and refill service, if the hotel has documents showing it uses it.
- Solid soap is accepted only if packed in cardboard or paper and with a plan to recycle leftover soap.
- The list under 5.11 includes, among others, shower caps, slippers, toothbrushes and toothpaste, shaving kits and sewing kits.
- For 6.29, the document recommends, in addition to the eco-label, formulas free of parabens, SLS and unsustainable palm oil.
What does criterion 5.11 mean for a 4- or 5-star hotel?
This is where Green Key overlaps with Romania's classification norms. At 4 and 5 stars, disposable slippers per person are a minimum mandatory criterion, and at 3 and 4 stars a shower cap is required. The Green Key criterion covers exactly this case: where the classification requires the items in every room, the hotel presents an extract from the classification checklist and proof of classification. How do ADA certifications help a Green Key file?
The basic rule: a product certification covers the products listed in the certificate, not a manufacturer's whole range. What the auditor needs is the certificate number, its validity and whether the product in the room is on the list.
- Cradle to Cradle Certified®. ADA Cosmetics International GmbH holds certificate no. 12316, Full Scope Silver level, standard version 5.0, valid until 3 September 2028. The list of covered products is public in the Cradle to Cradle registry. Not every line is fully covered.
- Nordic Swan Ecolabel. The official Nordic eco-label appears on the ECO by Green Culture, Eco-Boutique, Absolute Nordic Skincare, Estéban and Think Act & Live Responsible lines.
- EU Ecolabel. The official eco-label of the European Union. For ADA lines, product coverage is confirmed, with the licence number, before it goes into the file.

One point to clarify with the national operator: whether, for criterion 6.29, the auditor also accepts Cradle to Cradle Certified® alongside the Nordic Swan Ecolabel and the EU Ecolabel. The criteria document refers to "nationally or internationally recognised eco-labels" and does not give a closed list.
Dispensers: which documents does the auditor ask for?
For criterion 5.10, the type of system matters. A dispenser refilled from bulk fits the definition of a refillable dispenser. A system with a closed bottle that is replaced when empty falls under large containers and needs the three conditions above: recycling, a written procedure and, where available, proof of refill by the manufacturer.
ADA SmartCare, SHAPE and Pump Dispenser are refilled from 1, 3 and 5 l refills, with refill instructions, and large hotels can refill under control through Refillution. They therefore count as refillable dispensers. Responsibility for refilling lies with the hotel as the service provider, so a written housekeeping procedure also helps at audit. What can you say on your website about certification?
From 27 September 2026, generic environmental claims ("eco", "green", "environmentally friendly") used without evidence may be banned commercial practices under Emergency Ordinance no. 18/2026. A Green Key certified hotel can say exactly that, with the validity period. A sentence about hotel amenities is tied to the product's certificate, not to the hotel's certification. Who awards Green Key in Romania?

How long is a Green Key certificate valid?

Are dispensers mandatory for Green Key?

Can a 4-star hotel still offer disposable slippers if it wants Green Key?

Are ADA products "Green Key certified"?
No. Green Key certifies the hotel, not the product. Products can carry their own certifications, such as the Nordic Swan Ecolabel or Cradle to Cradle Certified®, which help the hotel document specific criteria.
Which documents should I ask my amenities supplier for?
The certificate number, its validity and the list of covered products, for each line used. For dispensers, the system documentation and, where relevant, proof that bottles are refilled or recycled.
