The accessible hotel room: what the bathroom needs in 2026
What Romania's Order 65/2013, amended in 2026, and the NP 051 standard ask for accessible rooms, and what to fit in the bathroom.
An accessible room is a room where a person in a wheelchair or with reduced mobility can move around, wash and use all the equipment without help. In the bathroom, this means turning space, correctly fixed grab bars, and a mirror, hair dryer and dispensers at an accessible height.
An accessible room is decided in the bathroom. Since July 2026, Romania's classification norms require new hotels and motels going through technical design approval to provide rooms adapted for guests with disabilities, while the technical design rules sit in the NP 051-2012 standard. The items you buy rather than build are grab bars, the mirror, the hair dryer, dispensers, the non-slip mat and the emergency call.
What do the classification norms require for guests with disabilities?
A hotel's category is granted under the methodological norms approved by Order no. 65/2013, as amended. The latest amendment is Order no. 948/2026, published in the Official Gazette no. 559 of 8 July 2026. According to the summaries published when the order came out, new hotels and motels going through technical design approval must provide rooms adapted for persons with disabilities.
Several minimum criteria in the same norms concern the bathroom directly, in every room, not only the adapted one:
- a non-slip mat or towel is mandatory at every category, from 1 to 5 stars;
- a hair dryer is mandatory from 3 stars up (3, 4 and 5 stars);
- a bathroom emergency call system is a minimum criterion at 4 and 5 stars, for properties built and classified after the date set in the norms.
The exact number of adapted rooms a hotel must have does not appear in the sources we could verify. For a real project, the figure is read in the annex to the order and in the design approval.
What is the NP 051 standard and what does it cover?
NP 051-2012 is the Romanian standard on adapting civil buildings and urban space to the individual needs of persons with disabilities. It revised the 2000 version and was approved by Order no. 189/2013 of the Ministry of Regional Development and Public Administration. The buildings it names explicitly include tourist buildings: hotels, guesthouses, motels.
The standard has a chapter on the layout of personal-hygiene spaces: WC, washbasin, taps, shower and bath. It requires a non-slip floor finish and alarm systems. The dimensions (heights, clearances, wheelchair turning space) are the architect's job and are taken from the text of the standard in force.
What does this mean for the bathroom, item by item?

Equipment in the accessible bathroom
| Item | What to check | Concept Hotels |
|---|---|---|
| Fixed and folding grab bars, next to the WC and in the shower | fixing into a load-bearing wall, load declared by the manufacturer | Aliseo Architecto / Tecno |
| Mirror | lower edge reachable from a seat; cosmetic mirror on an arm | Aliseo |
| Hair dryer | wall-mounted, at an accessible height | Aliseo |
| Dispensers | within reach from a seated position, easy to operate | ADA SmartCare / SHAPE |
Grab bars: what to ask the supplier
A grab bar is the only bathroom accessory a guest relies on with their full weight. That is why two figures matter on the data sheet: the rated load and how the bar is fixed to the wall.
In the Aliseo Tecno line, grab bars are made of solid brass with a 1.25 mm wall, a 3-point safety attachment and a rated load of up to 190 kg. Mounting is concealed, with no visible screws, and the manufacturer gives a 10-year guarantee on the chrome surface. There are straight versions 357 mm and 507 mm long and an angled version with an integrated soap basket (413 × 204 mm). The 190 kg figure refers to the bar; the strength of the wall and anchors still has to be checked at installation.
The second argument is appearance. Tecno is a complete bathroom accessory line: hooks, towel rails, toilet roll holders, toilet brush holders. The bar in the adapted room therefore looks the same as the towel rail in the room next door. The bathroom does not look like a hospital, and the guest does not feel they were given "the special room".
The Aliseo bathroom accessory lines are Tecno, Now, Architecto, Nexxus and Maxima. The Architecto line also includes a grab bar. All lines are on /bathroom-accessories.
Mirror, hair dryer and dispensers: within reach from a seat
The mirror. The fixed mirror above the washbasin is designed for someone standing. A cosmetic mirror on a single or double swivel arm can be brought to the face level of a seated guest. Aliseo offers such models, lighted or unlighted, on /cosmetic-mirrors.
The hair dryer. A dryer kept in a drawer or on a high shelf can be hard to use from a wheelchair. Wall-mounted models with a fixed holder are fitted at the height in the design, and the guest does not have to look for them. The Aliseo range is on /hair-dryers.
Dispensers. Small bottles with screw caps usually need both hands and a surface to rest on. A wall-mounted dispenser in the shower and at the washbasin solves both problems. ADA SmartCare holders are fixed with screws or adhesive, so the height is chosen at installation, according to the design. On /dispensers you will find all ADA dispenser systems: SmartCare, SmartCare MINI, SHAPE, SHAPE MINI, Pump Dispenser and press + wash.
A detail often missed: in the adapted room, the guest should receive the same hotel amenities as in the other rooms of the same category. If the hotel uses dispensers, the same line and the same fragrance go in here too, only at a different height.
The accessible room in ESG reporting
In hotel ESG reporting, accessibility falls under the social pillar (S): who can actually use the hotel. A documented accessible room — with its equipment, mounting heights and supplier data sheets — is one of the few concrete pieces of evidence a hotel can show under this pillar. For the environmental pillar, see sustainable amenities; for governance, the supplier ESG file.
What equipment cannot solve
Door width, a level-access shower, wheelchair turning space and the position of the WC are decided in the design, not at purchase. A very good grab bar fixed into an unreinforced plasterboard wall helps no one. The right order is: the architect sets the dimensions under NP 051, the installer prepares the wall, and the equipment is chosen to match.

Frequently asked questions
Is an adapted room for guests with disabilities mandatory for a hotel in Romania?
For new hotels and motels going through technical design approval, yes: the July 2026 amendment to the classification norms requires adapted rooms. The design rules are in the NP 051-2012 standard. The number of rooms should be checked in the text of the order in force and in the design approval.
Is a bathroom emergency call system mandatory?
At 4- and 5-star hotels, yes, for properties built and classified after the date set in the norms. It is a requirement for the bathroom in general, not only for the adapted room. The system is part of the building's electrical installation.
Which grab bars does an accessible bathroom need?
Fixed bars next to the WC and in the shower and a folding bar on the transfer side, all fixed into a load-bearing wall. What to ask for on the data sheet (rated load, fixing method) is in the "Grab bars" section above.
What load does an Aliseo Tecno grab bar support?
According to the manufacturer, up to 190 kg, with a 3-point safety attachment. The bar is made of solid brass with a 1.25 mm wall and is mounted with no visible screws. The strength of the wall is checked separately, at installation.
Does the bathroom in an accessible room have to look different?
Not necessarily. If the grab bar belongs to the same accessory line as the other bathrooms, the adapted room keeps the same look. The differences are in dimensions and space, not in style.
At what height are dispensers fitted?
Within reach from a seated position, and easy to operate. The exact height comes from the NP 051 standard cited in this article and from the architect's design; wall holders allow the height to be chosen at installation, in the shower and at the washbasin.
