The mandatory amenities of a hotel in Romania depend on its classification category, from 1 to 5 stars. The list is set by the methodological norms approved by Order no. 65/2013, updated by Order no. 948/2026. At 4 and 5 stars the mandatory items include a hair dryer, a bathrobe and slippers per person, a stocked minibar fridge and an in-room safe; at 3 stars, shampoo and shower gel; at every category, soap or a liquid-soap dispenser, towels and a non-slip mat.

Which amenities are mandatory in a hotel in Romania?
A star rating is not a marketing label but a classification certificate issued by the Ministry of Economy, Entrepreneurship and Tourism, based on the methodological norms of Order no. 65/2013, as subsequently amended — most recently by Order no. 948/2026, published in the Official Gazette no. 559 of 8 July 2026 and in force from the same day.
The norms set, for each type of accommodation (hotel, aparthotel, motel, guesthouse, etc.) and for each category, a list of minimum mandatory criteria: building, reception, rooms, bathrooms, installations, common areas, services. This article focuses on room and bathroom amenities — the ones that are bought, consumed and replaced, i.e. the ones a hotelier has in mind when equipping or re-rating a property.
How is the star category determined?
Each category has a list of amenities and services that must be in place, without exception. If a single one is missing, the hotel does not receive the category, however well it does on the rest.
For a new hotel being classified for the first time at 2–5 stars, a second filter also counts: the points score of the supplementary criteria (amenities and services that earn points without being mandatory). The thresholds are 170 points at 5 stars, 140 at 4 stars, 80 at 3 stars and 40 at 2 stars. For a hotel that is already classified and is renewing or completing its amenities, the list below is what matters in practice.
What changed for hotels in 2026?
Order no. 948/2026 amended the classification norms approved by Order no. 65/2013. The changes include the digitalisation of certain information provided to guests, new classification categories and criteria, and additional rules on certain amenities and conditions for accommodation establishments.
White bed linen and towels
All types and categories of tourist accommodation must use white bed linen and towels, resistant to thermal and chemical washing and disinfection processes. It is the only new requirement with a direct impact on room and bathroom textiles.
Digital guest information
Printed maps and materials may be replaced by QR codes; classification paperwork is simplified (direct verification in the trade register, no certificate required).
New criteria and categories
New: the tourist resort category (over 10,000 sqm under single management), 4 stars for bungalows, rules for traditional houses and tiny houses on wheels, electric-vehicle charging stations and coach parking at new properties, environmental and smart-building criteria. At 4–5 daisy guesthouses, air conditioning becomes mandatory regardless of location.
In the updated annex, the room and bathroom amenities in the table below remain minimum criteria for the categories indicated.

At every category, from 2026: bed linen and towels must be white.
Mandatory amenities, 5-star hotel
In the bathroom: soap or a liquid-soap dispenser, a set of at least 5 hygiene and cosmetic products, hair dryer, bathrobe and disposable slippers for each person, three towels for each person (face, feet, bath), non-slip mat, white towels. In the room: stocked minibar fridge, built-in safe (or safe room), white bed linen. It is the only category where the full cosmetics set is required rather than optional.

Aparthotels and motels
At aparthotels, the minibar, bathrobe, slippers and hair dryer are mandatory at 5 and 4 stars; at 3 stars the requirement is a "minibar fridge/refrigerator", simpler than for hotels. At 3-star motels only the soap/dispenser and the minibar fridge are mandatory — the other amenities in the table are not required.
Mandatory amenities at guesthouses: how do they differ from hotels?
An often-missed rule: at tourist and agritourism guesthouses, cosmetics, minibar, bathrobes and slippers do not appear in the minimum criteria, whatever the number of daisies. The en-suite bathroom requires a mirror, soap or a dispenser, a waste bin and towels. The hair dryer appears only in the supplementary criteria, worth 2 points. From 2026, at 4–5 daisies, air conditioning is mandatory.
In practice: at a guesthouse, the case for premium amenities cannot be legal compliance — it is differentiation from competitors and the online review.
Amenities that earn points when classifying a new hotel
If you are opening a new hotel, the supplementary criteria score counts alongside the mandatory list. Two of these criteria concern room and bathroom equipment directly:
- towel heater, cosmetic mirror, bathroom scale, iron, bathrobe — 5 points, if you offer at least 3 of the 5;
- point of sale for personal hygiene products, with at least 4 basic items — 2 points.
These are points earned without building work; for an existing hotel, the same amenities remain a plus for the guest, not a requirement.
What do these requirements mean for equipping the hotel?
If you are preparing a property for classification or re-rating, the legal requirements should be checked before purchasing equipment and consumables. Depending on the hotel's category, the list may include cosmetics, dispenser systems, hair dryers, minibars, safes and other amenities set by the applicable criteria.

How many towels must a 4-star hotel provide?
Three towels per person — for face, feet and bath. At 3, 2 and 1 stars the requirement is two towels per person. At every category, from 2026, towels must be white.
Are slippers mandatory in 3-star hotels?
No. Disposable slippers per person are a minimum criterion only at 4 and 5 stars. At 3 stars and below they remain a differentiator, not a classification requirement.
Is a hair dryer mandatory in 4-star hotels?
Yes. The hair dryer is a minimum criterion at 4 and 5 stars. At 3 stars and below it is not mandatory; at guesthouses it appears only in the supplementary criteria, worth 2 points.
Which cosmetic products are mandatory in a 5-star hotel?
A set of at least 5 hygiene and cosmetic products, plus soap or a liquid-soap dispenser. The norms do not impose a named list of the 5 products.
Is hair conditioner mandatory in a 4- or 5-star hotel?
No. At 4 and 3 stars the requirement is "shampoo, shower gel, shower cap", and at 5 stars "a set of at least 5 hygiene and cosmetic products" — conditioner is not named at any category. It may be part of the 5-star set, but it is not a stand-alone requirement. A 2-in-1 shampoo and conditioner meets the shampoo requirement.
What changed for bathroom amenities under Order 948/2026?
One new requirement with direct impact: bed linen and towels must be white, at every category. The other 2026 changes concern procedures, digitalisation, new categories (tourist resort, bungalows) and environmental criteria.
Must a guesthouse provide cosmetics or a minibar?
No. Cosmetics, minibar, bathrobes and slippers are not among the minimum mandatory criteria for tourist or agritourism guesthouses, whatever the number of daisies.
When does the supplementary points score matter?
When classifying a new 2–5 star hotel: points are added for each supplementary amenity or service offered, up to the category threshold (170/140/80/40). The mandatory list must be met in full regardless; points do not replace a missing amenity.
